About GOST R 51870

The GOST R 51870:2014 assessment model is based on GOST R 51870:2002.

GOST R 51870 is a standard for Russian and the CIS countries which provides requirements for cleaning services, quality control, and the determination of the cleaning quality level. The GOST R 51870 assessment system describes the principle of the cleaning quality assessment: a visual inspection without the use of measuring instruments.

GOST R 51870 is designed to control and regulate cleaning services and assess the cleaning quality level, provided in various buildings.

Model GOST R 51870 describes cleaning tasks and requirements for their types. The system clearly defines cleaning tasks methods that help maintain a standardised cleaning quality. The measurement of cleaning quality consists of evaluation criteria: “cleaning quality is unacceptable” and “clean surface”. The room is evaluated as “clean” if no nonconformities are found in it. If the nonconformities exceed the determined acceptable quality limit (4%), the quality of the cleaning is considered unacceptable.

GOST R 51870 defines the conditions under which professional cleaning services are to be provided to the customer. The model provides precise requirements for the quality of cleaning and its evaluation and determination. It is stated that this standard is a serious step towards improving the productive relationship between the customer and the service provider. The standard also defines the required employee qualifications and competencies for both the cleaning staff and management. The model specifies the requirements for the customer and cleaning quality inspectors.

The GOST R 51870 model defines the types of dirtiness and divides the room cleaned into four groups of surfaces to be cleaned:
ceiling;
walls;
floor;
equipment;

GOST R 51870 external cleaning quality audit (conformity assessment) is performed according to the frequency set by and agreed with customer, but not less that every three months.

GOST R 51870 does not have the ability to assess the quality level of landscaping services, but it is used to assess the various premises (universities, supermarkets, administrative premises, factories, etc.).

The model is used in the process of cleaning quality control.

Application, introduction, training and certification of standard GOST R 51870.

Cleaning services companies, cleaning services customers or other related persons can apply the GOST R 51870 standard on a voluntary basis, but in order to confirm the validation of the standard used they should get a certificate.
